Position Summary: Administrative, operational and supervisory work related to the operation of the Collector’s Office in accordance with Massachusetts General Laws and the By-laws of the Town of Westford.  In accordance with Massachusetts General Laws, Chapter 41, Section 39C, in the absence of the Tax Collector may perform his/her duties.  When performing such duties shall have the powers and be subject to the requirements and penalties applicable to him/her.  Oversees the daily work schedule of the Tax Collector’s office as determined by the Tax Collector.  Must exercise discretion regarding confidential and sensitive information.

Principal Responsibilities:

1.    Administrative, operational and supervisory responsibilities relative to the billing, collection and recording of real estate taxes, personal property taxes, motor vehicle excise, betterments and fees committed by the Town Assessor.

2.    In accordance with Massachusetts General Laws, Chapter 41, Section 39C, in the absence of the Tax Collector may perform his/her duties and when performing such shall have the powers and be subject to the requirements and penalties applicable to him/her.

3.    Maintains departmental control records and is responsible for the reconciliation of real estate accounts receivable with the General Ledger.

4.    Accepts, verifies and records fees and funds remitted from Town departments.

5.    Responsibilities include, but are not limited to, preparation of Municipal Lien Certificates, tax takings and other collection actions, departmental purchasing and vendor relations, maintenance and operation of the department’s record keeping information systems.

6.    Assists with the coordination and completion of all departmental activities.

7.    Enters cash receipts in the cash book and balances total receipts from Cash Book to GL monthly.

8.    Performs other duties as assigned.

Required Experience, Skills, Knowledge and Abilities: Knowledge of automated collection systems (Munis) a plus.  Experience in Quicken, Excel and Word.  Requires a person with effective communication skills who can deal tactfully and professionally with the general public.  Must have the ability to be bonded.

Education, Training, Special Licensure/Certification Requirements: Associates Degree in public administration, banking/finance, accounting or related field.  Two to three years experience in accounting, collection, office management or other related work.  Prior municipal experience strongly desired.  Any equivalent combination of education and experience.  Certification by the Massachusetts Collectors and Treasurers Association encouraged.

Contacts (boards & committees, vendors, general public, etc.): Communicates with the Tax Collector, Finance Director, Administrative Assistant and all Finance Department Staff, town departments, boards and committees, vendors, and the general public.

Supervisory Responsibility (Include Positions Supervised): Oversees work of Administrative Assistant.

Summary of Occupational Exposures: Ability to hear, talk, walk, sit, bend, reach and grasp.  Use of video Display Terminals, calculator, Telephones, Office machines, Personal Computers.

Salary: $30.18 - $36.97 (Grade A) Dependent on experience and qualifications
