Proposed Changes to Devens Governance Structure

On April 16, 2026, Governor Maura Healey filed proposed changes to Chapter 498 of the Acts of 1993, which would change the process for Super Town Meetings with respect to MassDevelopment proposing substantial amendments to the Devens Reuse Plan or By-laws.  The proposed changes would remove the Super Town Meeting requirement of Ayer; Harvard; and Shirley each holding a Super Town Meeting simultaneously in their respective Towns; and consolidate the process to one single meeting to take place on Devens with a quorum defined by 50 voters in attendance.   To view the proposed legislation as contained in the Economic Development Bill [House Docket, No. 6046] please click on the link.  The proposed changes start on Page 53.  Any questions/comments/concerns regarding these proposed changes should be directed to State Senator Jamie Eldridge or State Representative Danillo Sena at their respective official emails.
