The Northern Middlesex Council of Governments (NMCOG) is the regional planning agency serving Greater Lowell. NMCOG supports member communities with transportation, land use, housing, economic development, environmental sustainability, and regional collaboration through technical assistance, grants, data analysis, advocacy, and convening.
