Job Overview:

The Civil Construction Project Engineer oversees the entire lifecycle of planning, design, and construction projects. Responsibilities include managing scope, scheduling, budgeting, design review, and construction compliance. Reporting to the Director of Engineering, the Project Engineer manages projects from planning and design through to construction closeout and final acceptance. Projects may involve site/building abatement, demolition, redevelopment, municipal utility construction, storm water systems, and roadway construction. The role involves both office and field work across the Commonwealth.

 

The role requires 60-80% travel to construction sites within Massachusetts and occasional attendance at public meetings outside regular work hours, either in-person or remotely.

 

Responsibilities:

  • Prepare Invitations for Bid (IFBs) and Requests for Quotations/Proposals (RFQ/RFPs) for various agency projects.
  • Oversee the development of project plans and specifications by consultants and in-house staff.
  • Manage multiple construction, abatement, and/or demolition projects in various stages of development.
  • Participate in the evaluation of potential projects across the Commonwealth.
  • Assist with the management and mentoring of less experienced team members and interns.
  • Assist with municipal operations in Devens (utilities, DPW, fire department, etc.)
  • Assist with the application for and compliance with various local, state, and federal permits.
  • Assist with budget development.
  • Provide customer assistance and support for all agency activities.
  • Perform other duties as may be assigned.

 

Competencies:

  • Understanding of workplace concepts and issues related to diversity, equity, inclusion, and anti-oppression.
  • A degree in Civil Engineering, Engineering Technology, Construction Management, or related field, or equivalent practical experience.
  • 3 - 5 years of field/office experience on site, utility, and/or road construction projects with a Bachelor's degree; 5 to 8 years with an Associate degree. 
  • Knowledge of general construction and demolition practices.
  • Ability to read construction plans and specifications.
  • Knowledge of state, local, and federal permitting.
  • Proficient in the use of Microsoft Office Products (Word, Excel, etc.).
  • Must have excellent written and verbal communication skills and be able to communicate and interact in a strong “team” environment and with diverse members of the public.
  • Must have the ability to travel to multiple sites in one day without limitations.

 

Preferred Qualifications:

  • Bachelor of Science in Civil Engineering, Engineering Technology, Construction Management, or related field.
  • Experience with AutoCAD, MicroStation, and ArcGIS.
  • Experience managing projects with state and/or federal grants.
  • Experience with environmental remediation projects   
  • Experience with public procurement for consulting services and both horizontal and vertical construction.
  • Experience with residential/commercial building construction, fit-out, and renovation.
  • A professional engineering license EIT (Engineer-in-Training) certification with the ability to obtain a Professional Engineering license.
